Hemmingway is frustrated when red tape prevents her from helping pregnant teenager Shirley, who has been badly beaten. She angrily confronts Okaro, and his reaction attracts the interest of Thatcher. Best tracks down Shirley's mother and Hemmingway convinces her to testify against Rifkin. Realising Nixon and Hunter are missing, Manson and McAllister try to track them down with the help of his informant Stephen Fletcher.
